The Government proposes in a government bill that the children of members of foreign missions from countries outside the EU, EEA and Switzerland will have the right to education in preschool class free of charge in the same way that they have the right to education in other compulsory school forms.

in 2018, preschool class became a compulsory school form, thus extending compulsory schooling in Sweden by one year. The overall purpose of preschool class is to stimulate pupils’ development and learning and prepare them for continued education. Pupils are to be provided with the opportunity to develop in line with the subsequent knowledge requirements.

“Instruction in preschool class ties in educationally with the compulsory school that follows it. So it is also reasonable that six-year-olds with a parent working at an embassy of a third country should have the same right as other children in Sweden to attend preschool class,” says Minister for Education Anna Ekström.

The proposal is expected to concern around 40 six-year-olds per year. It is proposed that the legislative amendments enter into force on 1 January 2020.
